I served with Capt Hood as his Electronic Maintenance Officer in Saratoga 1974 - 1977. He was the finest Naval Officer I ever worked for. Tremendous leader with a level head.

WE ARE VERY SADDENED BY THE PASSING OF AN OLD FRIEND. JOE AND I WERE SQUADRON MATES IN FIGHTER SQUADRON 21 (NAS OCEANA, 1957-59). IN 1969 OUR FAMILIES WERE NEIGHBORS WHILE WE ATTENDED THE NAVAL POSTGRADUATE SCHOOL (MONTEREY). AUDREY, ALLISON AND MARY (JOE'S OLDER DAUGHTERS) PLAYED WITH OUR CHILDREN. ALLISON ONCE SAID "NO ONE COMES TO OUR NEIGHBORHOOD BECAUSE OF ALL THE HOODS AND FINKS". JOE WILL BE MISSED.

So many people are grateful for Joe's leadership in establishing the Beach Free Clinic. Joe was the driving force in making the clinic a reality and he devoted decades to making sure it was there to serve the health care needs of our most deserving neighbors

As the daughter of a retired Naval Aviator, it was with great pleasure that Mr. Hood served as my atty. Upon his retirement, I felt a tremendous loss. It was as though he was a father figure - helping to guide me through a few legal issues. My condolences to the family.

The volunteers and staff of the Beach Health Clinic mourn the death of Joe. He was instrumental in the establishment of the Beach Health Clinic in 1986. Joe was one of the original board members and assumed the role of President for more than a decade. He was a strong supporter of the clinic acting as our attorney and advocating for the clinic at every opportunity. Everyone at the Beach Health Clinic will remember him for his dedication to the mission of caring for the uninsured in Virginia Beach.
