Obituary For James Shelton Williams

Virginia Beach – James Shelton Williams, a lifelong resident of Virginia, passed away peacefully at his home on April 12, 2026, in Virginia Beach, VA. Born on August 12, 1954, in Chesapeake, VA, he lived a full and dedicated life, reaching the age of 71.

James devoted 32 years of his professional life to serving his community, retiring as the Superintendent of Public Utilities for the City of Virginia Beach. He took great pride in his work and truly loved what he did, leaving a lasting impact through his dedication and commitment.

Above all else, James was a family man. He shared 44 loving years of marriage with his beloved wife, Carolyn Williams, and his family was always his number one priority. He was a devoted husband, father, grandfather, and brother whose love and presence meant everything to those closest to him.

James had a passion for life’s simple joys. He was an avid fan of NASCAR, and Sundays were never complete without his familiar, “Let’s go racin’, boys!” He was also a devoted fan of the Kansas City Chiefs and rarely missed a game, and often heard throughout the house shouting, “Go Mahomes!” He also enjoyed watching WWE and was a proud enthusiast of his Dodge Ram Rumble Bee, a passion through which he formed many lasting friendships. He also had a deep love for animals, especially his dogs, including Cola and Kelly, who remained by his side, and Greta and Lacey, who preceded him, along with many others who held a special place in his heart.

He was preceded in death by his parents, James and Oneida (Shelton) Williams, and his sister, Patricia Vinson (Elwood).

He is survived by his loving wife, Carolyn Williams; his daughter, Alisa Williams; his cherished granddaughter, Kelsey Williams; and his sister, Betty Jean Reynolds (Kenny), along with a host of extended family members and friends who will miss him dearly.

In lieu of flowers, memorial contributions may be made in his honor to the American Lung Association, the COPD Foundation, the American Heart Association, the NASCAR Foundation, the SPCA, or a local animal shelter of your choice.     Chris and I worked with Jim for many years. He was such a kind man and friend who supported the many fundraising our office came up with. We knew how special his family is because he shared many events. Carolyn and family, you are in our thoughts and prayers. May Jim rest in peace.
