Obituary For Russell "Rusty" Allen Miller

Norfolk, VA – Russell “Rusty” Allen Miller was born on March 13, 1961, in Norfolk, Virginia, and passed away in his hometown on April 22, 2026, at the age of 65.

Rusty was a proud graduate of Maury High School and went on to serve his community as a dedicated police officer with the Norfolk Police Department for over 20 years. He took great pride in his work and formed many lifelong friendships along the way. In retirement, Rusty enjoyed the simple pleasures of life—meeting friends for breakfast or lunch at their favorite local spots, sharing stories from his glory days, and, most of all, talking about his children and grandchildren, who brought him immense pride and joy.

He was preceded in death by his parents, Russell and Clara Miller, and his sister, Margaret. He is survived by his children, Paige Kelley (William) and Justin Miller (Marifer), and his three grandchildren, Harper, Hunter, and Lucas. He also leaves behind his lifelong friend and former wife, Lisa Miller; his brothers-in-law, Michael and Bubba; and his mother-in-law, Marie, lovingly known as “Nana.”

Rusty is also survived by his brother, Sidney (Kay); his nephews, Sidney Jr. and Steven (Amy); his favorite great-nephew, Elijah; and many dear friends who meant so much to him.

Rusty had a gift for making people smile, whether through one of his well-timed jokes or a simple act of kindness. He rarely met a stranger and will be remembered for his humor, storytelling, and the genuine connections he made throughout his life. He will be deeply missed by all who knew and loved him, but his memory will live on in the laughter he shared and the family and friends he cherished so deeply.

A celebration of Rusty’s life will be held at a later date. The family extends their heartfelt gratitude for the love, support, and prayers during this difficult time.

    Mike and I are so grateful for the many times Rusty spent time at our house...joking, telling stories , petting the animals and babysitting our fur babies. You're all in our thoughts and prayers. Jean and Mike Borkowski.

    Rusty was the best uncle who always treated me like a son. I will miss our meals out together and just talking on the phone for hours. I grew up wanting to be just like him and he was someone to always look up to. He treated my family always like his own. He told me I was lucky to have such a great wife and he was right! Rusty, my son and I enjoyed the car and gun shows and he knew everything there was to know about classic cars. His family will always be in our thoughts and we will always be there when needed. To my uncle Rusty, I will always love you and your memories will live on. To Officer Rusty Miller, your tour has ended and we will take the watch from here. God Bless!

    There was no one like Rusty he was always full up laughter and joy. I worked with him at Chesapeake Regional Hospital Security Department. Glad to have been able to work with him and know him. I also enjoyed the continued friendship & phone calls after we both moved on He always enjoyed talking about his wonderful children and what they were doing. Will miss him!

    Rusty was a dear friend to our family. He was always one that was quick to offer a story, a joke, remember a line from a favorite movie or tell a special tale about his grand children. He took the time to travel to Alabama and spent a week with us in our new home. He would call my husband, Danny, at least 3 or 4 times a week and the two would spend 2 to 3 hours at a time talking about old times and laughing at Rusty's jokes, especially if he had gotten some new ones. He never had a bad day, he always was happy and always brought laughter and sunshine to any gathering. He had a heart of gold and was always willing to help anyone in their time of need. He left us way too young and he will be missed by so many. Prayers and condolences to all the Miller family as they adjust to life without this dear soul. Rest in peace Rusty.

    I've known Rusty since Elementary School at Arrowood Academy on Tidewater Drive. He was always making us laugh, and playing pranks. I've only recently reconnected on FB. There is a big hole in our community with his passing. He touched so many lives. (Tammie (Cornelius) Jeffers)
