Terry was a hero for all of Hampton Roads. Her career with Virginia Beach was full of praiseworthy accomplishments. Her volunteer organization work was nonpareil. Thousands of people many of them our young people were beneficiaries of her efforts. She shunned the recognition she richly deserved and always opted to turn praise to those who worked with her. She was Virginia Beach's unrecognized "First Citizen" for many years.
